sure can and many foreigners and filipinos from abroad had gone back to do just that. for foreigners you would need to have special permits to own business in the philippines, but I believe it is now allowed as a special investor retiree package.

There are many expats from around the world in the Philippines, so almost anyone can decide to move there but it's important to note that only Filipinos and those of Filipino descent can buy property. Fortunately, the cost of living is quite low for Americans and Europeans so you shouldn't encounter too many problems on that front.
