smogging cars in mexico city?

does anyone know if it is a law to smog cars in mexico city? i need to do a project and want to get exact information.

there are no real laws in Mexico.. the police are nothing more than a government supported drug cartel / organized crime syndicate..
as long as you pay off the right people you can do anything you want...no, no smog laws
