I agree with the above. But you should consider this...does a chinese from the US understand the system in China? Further, most American born chinese are not fluent in mandarin (I mean read, write and speak)...

I think it would be rather difficult considering the culture, language, and other differences. Your best bet would be to partner with a Chinese national, locally from the US that understands business and the environment in China.
