From what I have read on the subject you will need to go to Santo Domingo with some copies of your birth certificate and police record, fill out an application for residency, and go through a medical examination. 60 to 90 days later you will get a 1 year provisional residency card if approved. You can both live and work in the country with the card. You will need to renew it after 1 year, then after the second year you can start the naturalization process and apply for a passport. You do not need to stay in the country during the process as far as I know.
